If we want to exploit much coal, we must evaluate the static part (geological structure, coal reserves). If we want to exploit securely, we must evaluate the dynamic part (change of ability of water conduction and water content, water sources flowing into mines due to the coal exploitation). When the investment for evaluation of the dynamic part is smaller than the evaluation of the static part, events caused by mine water will increase.
