Based on the geo-hazard characterization, affected factors, the preventive capability of the community and behaviour of the human being with natural hazards, 3 regions having different peril levels can be distinguished. The very dangerous zone includes: coastal zone extending from Rẫy Mới to Mỹ Đức (Mỹ Đức, Thuận Yến, Dương Hòa, Bình An, Hòn Chông, Ba Hòn townlet, Hà Tiên town) and marine area extending inshore to 1-2 m of water depth; the dangerous zone includes the mainland area toward 5-7 m of water depth; the little dangerous zone includes the offshore zone extending from the 5-6 m of water depth seaward.

By means of Cutter method and NOAA regulations we can divide the study area into 3 areas of vulnerable level as follows:

Area of low vulnerable level: This is the area of low population density, where the human activity is chiefly agriculture and sea-product capture. In this area, there is little possibility of natural hazard.

Area of medium vulnerable level: This is the area having many types of natural hazards (land slide, land crash, seawater pollution, seashore erosion, sedimentary pollution). However, the vulnerable object density in this area has been determined as of average level. It is a vulnerable area with hazard types, but its resilience is very high because there is a varied marine ecosystem.

Area of high vulnerable level: this is the area of high vulnerable density, having many zones sensitive with hazard types (salt affection, flood, erosion, deposit accumulation, land crash, pollution of organic compounds and heavy metals), however the prevention capability of the community is still low (low economy, low cultural level, ...).
